Reason for Recommended Action/Background |
The County currently has two major construction projects underway. The expansion of the Monroe Detention Center to include a Day Reporting Center, additional health and mental health beds and a new kitchen is currently in detail design. The Juvenile Detention Center gym, treatment and visitor center has completed design and is scheduled for State approval in June with construction bids to occur late summer. Both projects are being funded by grants from the Board of State and Community Corrections (BSCC). In January 2014, the Board adopted a resolution authorizing acceptance of Local Jail Construction Financing Program AB 900 Phase II funds in the amount of $36,295,000 from BSCC. In addition, the Board approved acceptance of the SB81 funding in the amount $4,784,536 for the Juvenile Hall Expansion in December 2013.
In order to assist the county with construction oversight, construction management (CM) firms have been selected. The County issued an RFP in late 2014 for both projects and received 4 responses. While all four responses were from qualified firms, the top two had the most experience with correctional facility construction. The CM’s will assist the County and the architects to transition the projects from design through the construction phase including completion. Kitchell has been selected for the Monroe Detention Center expansion for a total contract amount of $620,000 which represents 1.4% of the total project cost. Vanir Construction Management, Inc. has been selected to assist with the Juvenile Detention Center project for a total contract amount of $434,608 which represents 7% of the total project cost. The CM for the Juvenile Detention project will need to take on more of the project management function than the Monroe Detention project due to the concurrent projects; our internal staff will be focused on the Monroe project. Funding for these contracts is included in the total project cost. Attached are the contracts for which staff recommends approval.
Prior to finalization and successful completion of this grant process with the BSCC, staff will return to the Board at a future meeting with an update of each of these projects, a detailed time line and a budget plan.

The BSCC grant for construction of the Juvenile Hall Multi-Purpose Recreation Facility and Visitor Center is $4,784,536, of which $434,608 is allotted for construction management services.
The AB900 grant construction of the Jail Expansion Project is $36,295,000 of which $620,000 is allotted for construction management services.
