Recommended Action
  1. Adopt the attached Resolution of Acceptance of Parcel Map No. 5063 for John Saca (Attachment B);
  2. Instruct the Clerk of the Board of Supervisors to verify that the Tax Collector has signed the map;
  3. Authorize the Clerk of the Board of Supervisors to sign and transmit Parcel Map No. 5063 (Attachment C) to the County Clerk-Recorder for filing.

Reason for Recommended Action/Background
On January 15, 2015, the Planning Commission approved a Tentative Parcel Map request from the applicant to separate approximately 234 acres of farmland into two parcels of approximately 116 and 118 acres. The applicant has satisfied all conditions of approval placed on Tentative Parcel Map #5063 by the Planning Commission, and has submitted the final Parcel Map for acceptance by the Board of Supervisors. Approval of the Parcel Map will allow the current property owner (John Saca) to sell Parcel 2 to a third party who recently planted the 118 acres to alfalfa, a four-year crop. Long-term goals for the property, which include all of Parcel 2 and an additional 40 to 50 acres of Parcel 1, are to convert the low-value field crops to high-value orchards (pistachios). No new development has been proposed as part of this Parcel Map.

The property is located on the south side of County Road 29, east of County Road 102 and south of the Yolo County Central Landfill. Parcel 1 will maintain access off of County Road 29, a county-maintained unpaved, gravel road, with Parcel 2 gaining access via a 35-foot wide private easement along Parcel 1's western boundary. The property is currently served by an onsite well. Parcel 1 will retain the existing home site and two man-made lakes that comprise approximately 42 acres. Other than the home site, containing one residence, and the two man-made lakes (once used as aquaculture ponds under Use Permit #96-033) with associated docks and accessory structures, the property has historically been lease farmed in what the property owner describes as low producing/low-value field crops. As described in the January 15, 2015, Planning Commission staff report, the purpose of the map is to facilitate the sale of Parcel 2, with a long-term lease option on a significant portion of Parcel 1, which would allow the new owner to intensify agricultural productivity of the land by converting to high-value permanent crops, i.e., pistachios.

As stated above, the Yolo County Planning Commission approved Tentative Parcel Map No. 5063 to divide approximately 234 acres  into two parcels of 116 acres (Parcel 1) and 118 acres (Parcel 2). Parcel Map No. 5063 was submitted to the County Surveyor for first review on February 9, 2015, and deemed to be a timely filing of the Parcel Map for review and processing purposes under Section 66463.5(b) of the State Subdivision Map Act. The conditions of approval relating to approved Tentative Parcel Map No. 5063 have been satisfied. The recommended actions are necessary prior to filing Parcel Map No. 5063 with the County Recorder.

Pursuant to Section 15286 of the California Environmental Quality Act (CEQA) Guidelines, the approval of final maps is exempt from the requirements of CEQA as a ministerial project.

The Planning Commission approved the Tentative Parcel Map on January 15, 2015. The project was routed to the City of Davis for review under the Pass-Through Agreement, but the City declined to comment. The Office of the County Counsel has reviewed and approved the Parcel Map Acceptance Resolution as to form.
