Reason for Recommended Action/Background |
The contractor, Moss Adams, LLP, will examine the Mental Health Short/Doyle Medi-Cal (SD/MC) Cost Reports and supporting documentation for contract providers of the Department of Health Services, Division of Alcohol, Drug and Mental Health (ADMH) in accordance with Government Auditing Standards and the guidance of the State of California, Department of Health Care Services regarding the Mental Health SD/MC Cost Report. The services will consist of a compliance review of Cost Reports of the department's largest contracted providers and a representative sample of the remaining contracted providers. The information and data provided to the Department will help determine the Department's level of exposure associated with cost report audit exceptions for its contracted providers. The outcome of the audit will also determine the reliability and reasonable assurance that the costs and units reported by contract providers are fairly represented, and whether those reported costs are sufficiently supported. In turn, this information will guide the Department in determining whether or not recoupment costs from those audited contractors necessary. Currently the Department does not have licensed auditing staff to perform audits of Cost Reports and is therefore obtaining services from an independent third party with licensed auditing staff. Approval of this Agreement by the Board of Supervisors will ensure the Department is carrying out its due diligence in auditing Cost Reports. The audit information can then be conveyed to the State as a best practice of the Department.
Competitive Bid Process: On November 6, 2014, the Department of Health Services issued a Request for Proposals (RFP) requesting proposals from qualified providers interested in providing auditing services of mental health cost reports. The Department of Health Services received one (1) proposal from this solicitation. The proposal submitted by Moss Adams, LLP was evaluated and found to meet all required qualifications to provide those services. On December 24, 2014, the Department of Health Services issued an Intent to Award letter to Moss Adams, LLP, to provide audit services of mental health cost reports. |

No county general funds are required by this action. This Agreement is funded by the Mental Health Realignment funds. However, this funding is potentially recoverable as an overhead expense. The total cost of this Agreement is for the period March 11, 2015 through December 31, 2015. Any unspent funds will be requested in the FY 15-16 budget.
