Adopt resolution supporting the submission of an application on behalf of Yolo County to obtain funding for flood emergency planning, and designate the County Administrator as the authorized agent for the purpose of applying for and administering the fiscal year 2014 Department of Water Resources, Flood Emergency Response Grant. Recommended Action
  1. Adopt resolution designating the County Administrator or Assistant County Administrator as the authorized agent for the purpose of applying for and administering fiscal year 2014 Flood Emergency Response Grant funding, as managed through the California Department of Water Resources.
     
  2. Authorize signature authority for the County Administrator or Assistant County Administrator for the grant application, claims, progress reporting, and disbursement of funds.

Reason for Recommended Action/Background
The California Department of Water Resources (DWR) has initiated work with local agencies to improve flood emergency preparedness and response throughout California. The local agencies, as first responders, play a key role in management of the flood emergencies in their jurisdictions. To qualify for Federal Emergency Management Agency (FEMA) disaster funds, local agencies are required to prepare an Emergency Action Plan (EAP), which includes planning for all potential emergencies in their jurisdictions.

Under this grant program, the DWR will provide financial assistance through an agreement with participating agencies to ensure that local agencies have a robust flood emergency plan in place with adequate flood preparedness and response capacity and resources. This grant program can also assist counties in the Sacramento-San Joaquin Delta to satisfy a requirement of the Central Valley Flood Protection Act of 2008. The act added California Water Code Section 9621, which requires counties in the Sacramento-San Joaquin Valley to collaborate with cities within their jurisdictions to develop flood emergency plans.

Funding for this Grant Program will be provided through Proposition 84, The Safe Drinking Water, Water Quality & Supply, Flood Control, River & Coastal Bond Act of 2006 (Section 75032 of Chapter 3 of Division 43 of the Public Resources Code).

This grant program would allow the Yolo County Office of Emergency Services to work with local cities and other partners to produce a comprehensive Local Flood Emergency Plan and Flood Contingency Maps. Implementation of this multi-jurisdictional project would significantly enhance regional coordination, flood planning and response, and public safety in Yolo County.
Collaborations (including Board advisory groups and external partner agencies)
County Counsel reviewed and approved the resolution as to form. Local cities and the Yolo County Flood Control and Water Conservation District are partnering with the Office of Emergency Services to develop and implement the Flood Emergency Response Project.

This action has no direct general fund impact. If Yolo County's proposal is selected for funding by the Department of Water Resources, the majority of grant monies will be allocated to participating agencies and contractors for specific flood planning activities. Specific projects identified within the grant may be contracted to subject matter experts. The County will serve as the grant administrator and project manager for the grant.
