Approve and authorize the Chair to sign Second Amendment to Agreement with Yolo Family Service Agency (YFSA) to increase contract amount by $45,000 for a new contract maximum amount of $816,315 and revise contract language where appropriate to clarify and refine the terms, conditions, and requirements of the Agreement to provide mental health intervention services for children and youth under the age of 21 who are eligible for full scope Medi-Cal services in the Juvenile Justice or Child Welfare systems for the period July 1, 2014 through June 30, 2017. Recommended Action

Reason for Recommended Action/Background
The provision of Early and Periodic Screening, Diagnosis and Treatment (EPSDT) community-based services to Medi-Cal eligible children and adolescents is mandated by federal statute and court agreements signed by the state. In order to meet federal mandates and make efforts to reduce residential placements and hospitalization, Health Services, ADMH Division continues to diligently work with local community-based organizations to develop a continuum of care that provides treatment options to children and families in the community that will deliver support services in the least restrictive environment possible.

This Agreement manifests the collaboration between Department of Employment and Social Services (DESS), Health Services, and YFSA. YFSA provides services to children referred by DESS' Child Welfare Services (CWS). In accordance with Senate Bill 785, YFSA also provides services to out-of-county foster youth residing in Yolo County. Through these collaborative efforts, Health Services is able to increase access to services, support other county departments, while at the same time making efforts to reduce costs by preventing higher cost of care such as hospital and residential treatment.

On November 4, 2014, the Board of Supervisors approved the First Amendment to the Agreement with YFSA. This First Amendment increased the contract amount so that YFSA may provide mental health intervention services at the new one-stop-shop for health and human services for the residents of Winters and the surrounding area. While Child and Youth Mental Health services have been on-going and provided by ADMH staff in Winters for some time, this location provides a more suitable space and better access to services.

Due to increased utilization for EPSDT services, the Department has determined additional funding is needed in order to continue to provide these valuable mental health intervention services. Approval of this Amendment will allow YFSA to continue to provide services to Medi-Cal eligible children and adolescents without a disruption in services. This will further Health Services effort to support community-based services to children and families in local communities, as well as preventing higher cost of care from occurring more than necessary.

Competitive Bid Process:
On March 3, 2014, ADMH issued a Request for Proposals (RFP) requesting proposals from qualified providers interested in providing Child and Adolescent Early and Periodic Screening, Diagnosis and Treatment (EPSDT) to Seriously Emotionally Disturbed (SED) full scope Medi-Cal/EPSDT eligible children and youth under age 21.  The proposal submitted by Yolo Family Service Agency was evaluated and found to meet all the required qualifications to provide these services.

Contracting History:
On May 27, 2014, the Board of Supervisors approved original Agreement in the amount of $522,000 for the period July 1, 2014 through June 30, 2017.

On November 4, 2014, the Board of Supervisors approved the First Amendment to increase contract amount by $249,315, add service locations and revise contract language to clarify and refine terms, conditions, and requirements of the Agreement.
