Approve and authorize the Chair to sign the First Amendment to Agreement with CommuniCare Health Centers, Inc. to increase contract amount by $70,000 for a new contract maximum amount of $610,000 and revise contract language where appropriate to clarify and refine the terms, conditions, and requirements of the Agreement to provide substance use disorder treatment services to adults eligible for Drug Medi-Cal Perinatal and Other Drug Medi-Cal services for the period July 1, 2014 through June 30, 2017. Recommended Action

Reason for Recommended Action/Background
CommuniCare Health Centers Inc., previously a direct contractor to the State Department of Alcohol and Drug Programs, under the State Negotiated Net Amount and Drug/Medi-Cal Agreement, became a contractor for the Department of Alcohol, Drug, and Mental Health (ADMH) effective fiscal year 2012-2013. The enactment of the Budget Act shifted the contracting relationship to occur between the County and CommuniCare Health Centers, Inc. The realignment of fiscal and administrative responsibility had been incorporated in the Non-Drug Medi-Cal Substance Abuse Treatment Services and Drug Medi-Cal Treatment Program Agreement, State Agreement Number 14-90116 and County Agreement Number 14-242 (State Contract) between the County and the State. The renewal of the State Contract for the period of July 1, 2014 through June 30, 2017 was approved by the Board of Supervisors on December 2, 2014.

A recent review of utilization of services indicates that additional funding is necessary in order to continue to meet the utilization needs for fiscal year 2014-15 to provide medically supervised outpatient individual and group counseling services to adult Medi-Cal beneficiaries who have a substance use disorder, as well as perinatal services to pregnant and postpartum women who are Medi-Cal beneficiaries and who have a substance use disorder and/or co-occurring disorder. The county has seen a steady increase in Drug Medi-Cal utilization since the implementation of the Affordable Care Act resulting in the need for a contract amendment.

Approval of this amendment allows Health Services to continue to exercise its responsibilities for the Drug Medi-Cal program as defined in the State Contract.

Competitive Bid Process:
Prior to the enactment of the FY2011-12 Budget Act, CommuniCare Health Centers, Inc. was a direct contractor to the State. The State Budget Act realigned fiscal and administrative responsibility to provide Drug Medi-Cal services from the State to the counties. In turn, the contracting relationship and responsibilities for services shifted to the County effective fiscal year 2012-2013. CommuniCare Health Centers, Inc. and Progress House, Inc. are the only two Drug Medi-Cal providers in Yolo County. Both providers contract with the Department of Health Services to provide alcohol and drug services to eligible Medi-Cal beneficiaries.

No County general funds are required by this action. The total cost of this Agreement is $610,000 for three fiscal years. The table below details the funding sources and annual amount. The cost for FY1415 is included in the ADMH requested budget for FY1415. ADMH will budget the funding necessary for FY1516 and FY1617 accordingly in future budgets.
