Reason for Recommended Action/Background |
The contractor, Teichert Construction, Inc., substantially completed construction of this project on December 10, 2014 in accordance with the contract plans and specifications. The Board of Supervisors acceptance of the work will allow the Notice of Completion to be recorded and the project to be formally closed out.
BACKGROUND
County Road 32B, also known as Chiles Road, is located along Interstate 80 between the city of Davis and the Yolo Bypass. It carries approximately 2,800 vehicles per day, and the average speed is approximately 50 miles per hour. A project location map is attached.
The Board of Supervisors approved the plans and specifications for this road rehabilitation project on June 10, 2014. Following the receipt of construction authorization from Caltrans, the Department advertised the project. Four bids were received at the bid opening on July 22, 2014, ranging from $1,340,773 to $1,698,041. The Assistant Director of Public Works executed the contract with the low bidder on August 18, 2014, as authorized by the Board of Supervisors. Work began on September 8, 2014 and final punch list items were completed on December 10, 2014.
The old pavement along County Road 32B was cracked and beginning to pothole. Most portions of the pavement exceeded their design life by at least 20 years, and were deteriorating at a rapidly increasing rate, with corresponding increases in the cost of road maintenance. This rehabilitation project has increased the strength of the pavement section and improved conditions for motorists by means of combining two innovative soil stabilization and structural section recycling in-place techniques. County Road 32B was rehabilitated in two stages to minimize the construction impacts and provide uninterrupted access to adjacent businesses and property owners.
A portion of this project is eligible for $719,921 in federal funds as programmed in SACOG's Metropolitan Transportation Improvement Plan. These funds were originally earmarked to build a new road to the Pacific Flyway Center. The money had been in danger of being swept back into federal coffers, so the Yolo Basin Foundation approved the use of earmarked funds to reconstruct County Road 32B. Staff from the County Administrator's Office and Public Works worked with Congressman Thompson's office, Caltrans, and SACOG to secure the necessary approvals for the use of the earmarked funds.
