Reason for Recommended Action/Background |
In January 2014 the Board of Supervisors approved the vision of an integrated Health and Human Services Agency (HHSA) in Yolo County, to include the Department of Employment and Social Services and the newly combined Department of Health Services (made up of the former Department of Alcohol, Drug and Mental Health and Department of Health). Since January, leadership across the departments has worked closely with the County Administrator to develop a comprehensive integration plan.
A wide range of planning and development activities have taken place during the integration planning process, including a significant planning and visioning process with HHSA leaders and managers, programmatic and fiscal analysis, integration strategy development, and solicitation of local stakeholder perspectives and feedback. Through this work it was determined that the HHSA integration process should take place over time, with programs, staff and services coming together in three phases (see Attachment B for the proposed organizational structure in each phase).
Phase I
Phase I will continue the current planning process and extend until important initial integration steps are completed, including:

Creation of new senior leader job descriptions

Appointment of leadership staff
-
Development and approval of new budget units

Planning for the co-location of administrative functions from all departments into a single Administrative Branch
During this phase, the organizational structures of the departments will remain largely as they are today, with the majority of changes occurring for senior HHSA leadership.
Phase II
In Phase II, the major administrative functions across the integrating departments will come together to develop administrative efficiencies and maximize revenue streams in support of the new agency. The three existing departments (ADMH, DESS and Health) will become branches of the new HHSA, led by three Branch Directors. A fourth "Integrated Programs" Branch Director will focus on supporting newly integrating programs and will be dedicated to overseeing the integrative efforts. Also in Phase II, discussion and further development of HHSA Centers in Woodland, West Sacramento, Winters and Davis will begin to occur.
Phase III
In Phase III, the new organizational structure will be implemented and Branch Directors will take on new program oversight roles. The new branches of Child, Youth & Family and Adult & Aging will be dedicated to meeting the needs of specialized client populations in a co-located and integrated fashion. Community Health will continue to focus on efforts to improve population health, but will incorporate elements of alcohol, drug and mental illness prevention. For the majority of Yolo residents, the HHSA Centers in Woodland, West Sacramento, Winters and Davis will be prepared to offer one-stop services and connect clients to needed services within the other HHSA Branches.
HHSA Transition and Needed Commitment
Making the transition to an integrated Health and Human Services Agency is not a task to be undertaken lightly. It will require considerable and sustained work of many parties, including the Yolo County Board of Supervisors, County Administrator, HHSA leaders, managers, staff and stakeholders. However, the expected outcome is an integrated and co-located system of providing health and human services for Yolo County residents.
To guide the County in undertaking this integration, HHS leadership and managers have developed a multi-phase Integration Action Plan with nearly 100 key actions and estimated timelines (see Attachments D and E). If the Board of Supervisors chooses to move forward with the development of an HHSA, this Action Plan provides the road map to carrying out the essential changes necessary to establish this new agency.
At this time, staff is recommending that the Board of Supervisors:
A. Receive and file the Yolo County Health and Human Services Integration Report.
B. Approve the multi-phase approach and proposed organizational structure as outlined in the report, and direct staff to begin implementing the steps in the Action Plan.
C. Direct County Counsel to initiate any legal process associated with developing a Health and Human Services Agency in Yolo County. |
