Approve and authorize the Chair to sign First Amendment to Agreement with Psynergy Programs, Inc., to increase contract amount by $180,000 for fiscal year 2014-15, for a new contract maximum amount of $450,000; and revise and add contract language where appropriate to clarify and refine the terms, conditions, and requirements of the Agreement accurately, to provide acute and/or sub-acute psychiatric inpatient services or Specialty Mental Health Services to eligible Beneficiaries for the period July 1, 2014 through June 30, 2017. Recommended Action

Reason for Recommended Action/Background
Psynergy Programs, Inc. operates licensed adult residential facilities that tailor treatment services to suit each consumer's needs and mental health challenges. These services assist consumers to move out of locked settings and into successful community living.

The Department of Health Services - Alcohol Drug and Mental Health Division (ADMH) contracts with Psynergy Programs, Inc. to provide acute psychiatric inpatient services to Yolo County consumers housed in these residential facilities. A recent projection indicates that additional funding will be needed in order to continue to provide these services to Seriously Mentally Ill adults currently placed in these facilities. At the time ADMH proposed the fiscal year 2014-15 budget, there were two consumers placed at Psynergy Programs, Inc. and the contract amount was based on the utilization of services for these two consumers. However, there are an additional five consumers that have since been placed at Psynergy Programs, Inc. that require these specialized services.

Approval of this Amendment will allow these consumers continued placement and provide the specifically needed services for seriously mentally ill consumers, thereby reducing the risk of placement at a higher level of care facility.

ADMH has an existing contract with Psynergy Programs, Inc., approved by the County Purchasing Manager. However, this First Amendment is being presented to the Board of Supervisors for approval because the total compensation to the contractor for fiscal year 2014-15 is now $270,000, exceeding the Purchasing Manager's approval authority. The County's Administrative Policies and Procedures require Board of Supervisor's approval for contracts greater than $100,000.

Competitive Bid Process:
On July 31, 2007, the Board of Supervisors granted an approval to the Department of Alcohol, Drug and Mental Health for certain exceptions to the contract procurement policy. According to this approval, 24 hour service providers are classified as "Any willing providers' and are exempt from the competitive bid process.

No county general funds are required by this action.  The total increased amount for this Amendment is $180,000 for a new contract maximum amount of $450,000 for three fiscal years. The table below details the funding sources and annual amount. The increase of $180,000 for fiscal year 2014-15 is included in the ADMH adopted budget for fiscal year 2014-15. ADMH will budget the funding necessary for fiscal years 2015-16 and 2016-17 accordingly in future budgets.
