The recommended actions provide the Board of Supervisors with a brief overview of the current budget overages for the noted County Service Areas. This also provides for County Service Area staff collaboration with the Auditor Treasurer Tax collector’s office in accounting for the Budget Overage for FY 2013, the Cash Overage for FY2013 and any necessary advances of cash prior to full cost recovery utilizing the Prop. 218 processes.
North Davis Meadows CSA:Over the last 4 years NDMCSA Staff and Advisory Committee along with California Department of Public Health (CDPH) and Yolo County Environmental Health (EH) have been in discussions regarding how best to remediate the NDMCSA Nitrate concentrations in the water system wells. Currently North Davis Meadows is in the midst of the necessary Proposition 218 process for financing necessary infrastructure improvements to remediate Nitrate concentrations.
MERCSA: In the last 2 years the Esparto budget of the MERCSA has been exceeded. The main reason being the water service bills from the Esparto Community Service District for maintenance of all detention basins, walking paths and common areas within the town of Esparto. Previously the County Service Area was not being billed during half of the year (winter months) when the water was shut off, however in the last year and a half the Esparto Community Service District has proceeded to continue billing even when water is not being used. This flat rate billing by the Esparto Community Service District has doubled the Esparto County Service Area water expense for each year. Despite several requests to the Community Service District for water billing restructure, the district has denied financial relief to the County Service Area.
During the last 2 years the CSA has moved forward with the most financially efficient landscape maintenance by using YC Probation.
Estimated Esparto (496) Budget overage: $45,000
Estimated Esparto (496) Cash shortage: $45,000
The department recommends an increase in the MERCSA budget in the amount of $45,000 to be funded by a short term loan from Madison Community Service Area. It is anticipated that the loan will be repaid in FY 13/14 from proceeds received from the proposed special assessment.
Rolling Acres Roads Maintenance District: Last summer Rolling Acres committed all of their restricted funds to their emergency road and culvert maintenance on one portion of the serviced roadway. In the next year there will need to be a similar project underway on the opposite side of the roadway system. The district was created for the specific purpose of road maintenance, however all work is funded by a group of 20+ property owners and this funding is a substantial levy on an annual basis therefore the increase in fees necessary for the project will be collected based on a Proposition 218 election process later this calendar year once the necessary fee study is conducted. |
