Recommended Action
  1. Adopt Authorized Position and Salary Resolution for changes in the County Administrator, County Clerk-Recorder/Elections and Planning and Public Works departments; and
     
  2. Adopt Resolution Providing for Exceptions from Requirements of Appointments from an Eligible List designating the class of Chief Budget Official as At Will.

Explanation: There is no increased cost for this recommended action as the salary for the new class is the same as the salary for the incumbent’s current class.

County Clerk - Administration: Budget Unit 201-2

Budgeted Amount: $86,394
Increase from 13/14 Budgeted Amount: $13,181
If partial year, Full Year impact: $99,575
Source of Funds: Trust fund and revenue generated from fees collected at the Recorder’s office

Explanation:  The cost of this recommended action will be paid for by monies from trust fund reserves and revenue generated from fees collected at the Recorder’s office and will not impact the General fund
Reason for Recommended Action/Background
Please see attached for explanation regarding the recommended changes to the Authorized Position and Salary Resolution.

It is further recommended the newly approved Chief Budget Analyst position for the County Administrator's Office be designated as At Will in order to commence a recruitment for an incumbent that is hired to serve at the pleasure of the County Administrator.  Designating the Chief Budget Analyst as At Will is consistent with historical action taken by the Board of Supervisors to convert vacant, high-level positions with significant consequence of error and political visibility to the At Will designation.
