Reason for Recommended Action/Background

Background

On January 15, 2013, the Board approved and signed the agreement for professional services between Yolo County and the law/consulting firm of Page, Wolfberg and Wirth. The firm has been providing professional services to the County in connection with Emergency Medical Services (EMS) operational consulting, as requested by County Counsel.

Reason for Recommended Action

Per paragraph 3 of the agreement, if the maximum amount for compensation reaches $90,000 (Ninety Thousand Dollars), the County Counsel and Mr Douglas M. Wolfberg shall discuss the appropriateness of seeking an amendment to increase the maximum to an amount determined to be sufficient by agreement of the parties. The proposed increase shall be utilized primarily for consultation services the EMS Ambulance Provider RFP process scheduled to be released on July 1, 2013.

The Maddy EMS Fund has a discretionary portion which has historically supported the efforts of the local EMS Agency.  These funds will continue to be utilized on a transitional basis until the Yolo County EMS Agency (YEMSA) is fully operational.  Once licensing and franchise fee revenues begin, these expenditures transition away from the Maddy Fund discretionary account.  All of the EMS Agency expenditures supported by the Maddy Fund discretionary account have zero impact on other Maddy Fund accounts such as funds available for physician and hospital trauma claims.
