Approve Health Department budget amendment for fiscal year 2012-13 to reflect unexpected revenues and expenses; primarily jail medical related costs. (No general fund impact) (4/5 vote required) (Cook/Buzolich)
Recommended Action
  1. Approve the attached budget resolution to amend the Health Department budget for fiscal year 2012-13 to reflect unexpected revenues and expenses; primarily jail medical related costs; and
     
  2. Authorize the Auditor-Controller Office to take the necessary actions to implement the budget resolution.

Reason for Recommended Action/Background

The Health Department has unexpected expenses and revenue in one small budget unit which needs to be reflected in the current year budget.  The department has also recommended joining the Catastrophic Inmate Medical Insurance (CIMI) program through CSAC-EIA which will help protect the county in the event of extreme high cost medical cases in the jail or for high cost HIV medication for jail inmates.

Further explanation as needed:

The use of fund balance and fines and penalties is for a small budget unit not accounted for in the current year budget.  The use of contingencies and AB109 funds is for the Jail Medical program to join the Catastrophic Inmate Medical Insurance (CIMI) program working in coordination with CSAC-EIA and YCPARMIA.  This insurance will help offer a level of protection to the County against any potential extreme cost medical care needs for detainees.
