Approve first amendment to agreement with Rural Innovations in Social Economics, Inc., to extend the term through June 30, 2014; add funding in the amount of $270,319 for fiscal year 2013-14 for a new contract maximum of $540,638; include Exhibit E-2, Contract Budget for fiscal year 2013-14; and revise and add contract languages in various parts and exhibits of the agreement to provide Mental Health Services Act Prevention and Early Intervention services to promote mental wellness and resilience in the western rural region of Yolo County for the period July 1, 2012 through June 30, 2014. Recommended Action |
Approve and authorize the Chair to sign First Amendment to Agreement with Rural Innovations in Social Economics, Inc. This amendment includes the follow items:
- Extend term of this Agreement to through June 30, 2014;
- Add funding for fiscal year 2013-14 in the amount of $270,319 for a new contract maximum of $540,638;
- Include Exhibit E-2 – Contract Budget for fiscal year 2013-14;
- Revise and add contract languages in various parts and exhibits of the Agreement to reflect changes in the State Contracts; where appropriate, to clarify and refine the terms, conditions, and requirements accurately; and where appropriate, to include languages necessary for the extended term of the Agreement.

Reason for Recommended Action/Background |
Approval of this Amendment by the Board of Supervisors will continue to provide funding for wellness and resiliency-building services through the PEI Rural Children’s Resiliency Program. This program serves children ages 0-18 and their families and the focus is on the priority populations of children and transition aged youth at risk of school failure and juvenile justice involvement and/or who have experienced trauma. It provides increased access to mental health care for underserved community members in the entire western rural region of Yolo County, which includes Winters, Esparto, several small towns in predominately agricultural regions, and the geographic areas of Esparto Unified and Winters Joint Unified School Districts.

Sole source.
In addition, on May 21, 2013, the Board of Supervisors granted an approval to ADMH to continue to postpone to June 2014 the issuance of multiple competitive bids for existing services currently being provided by Community Based providers. |

No county general funds are required by this agreement. The amendment is fully funded by the Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) funds and is included in the Alcohol, Drug and Mental Health recommended budget for fiscal year 2013-14. |
