Approve first amendment to agreement with Crestwood Behavioral Health, Inc. to increase contract amount fiscal year 2012-13 by $117,789; extend the term through June 30, 2014; add funding in the amount of $816,816 for fiscal year 2012-13 for a new contract total $1,751,421; and revise and add contract languages in various parts and exhibits of the agreement to provide 24-hour long term residential services in facilities of Institutions for Mental Disease and in unlocked social rehabilitation services facilities for referred severely mentally ill consumers from July 1, 2012 through June 30, 2014. (No general fund impact) (Suderman)
Recommended Action
Approve and authorize the Chair to sign first amendment to agreement with Crestwood Behavioral Health, Inc. Included in this amendment are the following items:
  1. Increase fiscal year 2012-13 maximum compensation by $117,789 to reflect revised projected utilization;
     
  2. Extend the term through June 30, 2014;
     
  3. Add funding for fiscal year 2013-14 in the of $818,816;
     
  4. Include Adult Residential as a service to Exhibit A.2 Scope of Service; and
     
  5. Revise and add contract languages in various parts and exhibits of the Agreement to reflect changes in the State Contracts; where appropriate, to clarify and refine the terms, conditions, and requirements accurately; and where appropriate, to include languages necessary for the extended term of the Agreement.

Reason for Recommended Action/Background
Approval of this Amendment will continue to provide funding to maintain the continuity of medically necessary care for consumers currently in treatment at the various facilities of Crestwood Behavioral Health, Inc. This agreement will allow ADMH to continue to reduce placements at high cost State Hospital and Psychiatric Health Facilities and ensure access for consumers to all services necessary to live in the least restrictive setting without a disruption of services, which may cause a setback for some consumers.

Crestwood Behavioral Health, Inc. operates eighteen long-term facilities for adult psychiatric consumers. Consumers are placed into various facilities depending on the level of care needed and the specialization of the facility.

Due to the limited availability of inpatient psychiatric beds statewide, Yolo County contracts with all available inpatient psychiatric facilities in the surrounding area to ensure access to adequate bed space for our consumers.

Competitive Bid Process:
On July 31, 2007, the Board of Supervisors granted an approval to ADMH for certain exceptions to the contract procurement policy. According to this approval, 24 hour service providers are classified as “Any Willing Provider” and are exempt from the competitive bid process.

No county general funds are required by this action. The increase of $117,798 for fiscal year 2012-13 will come from other under-utilized contracts and the amount of $816,816 for fiscal year 2013-14 is included in the Alcohol, Drug and Mental Health (ADMH) recommended budget for fiscal year 2013-14. The funding for this contract is Mental Health Realignment.
