Reason for Recommended Action/Background |
This agreement includes state funding, the ability to access federal funding to administer Mental Health Managed Care for Yolo County Medi-Cal beneficiaries, allowing Alcohol, Drug and Mental Health (ADMH) to operate as the Mental Health Plan for Yolo County. ADMH is able to provide a full array of outpatient and inpatient services. This agreement is included in ADMH's fiscal year 2013-14 budget totaling $3,295,926 as follows:
• $803,727 Managed Care allocation
• $870,000 Early Periodic Screening Diagnosis and Treatment (EPSDT) allocation
• $1,622,199 Federal Financial Participation (FFP) projection
In discharging our obligations under the agreement, the department must provide, or arrange and pay for, covered services to Yolo County Medi-Cal beneficiaries. We must also ensure the availability and accessibility of adequate numbers of institutional facilities, service locations, and professional, allied and supportive personnel to provide medically necessary services, and ensure the authorization of services for urgent conditions.
The agreement also outlines requirements for a written Quality Management (QM) Program, Annual QM Work Plan, Utilization Management Program, following all HIPAA requirements as outlined in the agreement, documentation standards for client records, and certification requirements for managed care providers under the program. The department meets these and the above mentioned obligations and requirements through our Mental Health Managed Care Implementation Plan, which includes agreements with an array of mental health providers in the local mental health community. |

No county general funds are directly required by this action. However, by signing this agreement Yolo County agrees to provide services to all Medi-Cal eligible beneficiaries, even if these funds and the amount of realignment are insufficient. Once this agreement is in place, these services become an entitlement to Yolo County Medi-Cal beneficiaries regardless of the level of funding provided by the state.
The amount of the agreement, $8,113,337,000 is a statewide contract maximum. The amount applicable for Yolo County is not specifically stated. The agreement allows the County to use one or more of the following funding sources distributed to the County. All these funds are subject to the limitation as to the amount available in each account:
• The Mental Health Subaccount
• The Mental Health Equity Subaccount
• The Vehicle License Collection Account of the Local Revenue Fund
• The Mental Health Account and the Behavioral Health Subaccount of the Location Revenue fund 2011
• The Mental Health Services Fund (abda MHSA)
• Any other funds from which the Controller makes distributions to the County in compliance with the applicable statue and regulations including Welfare & Institution Code 5891, 5892 and 14705(a)(2)
For Medi-Cal Federal Financial Participation (FFP), nothing in this agreement limits the County’s ability to submit claims for appropriate FFP reimbursement based on actual, total fund expenditures for any covered services or quality assurance, utilization review, Medi-Cal Administrative Activities and/or administrative costs. as long as the County has the ability to provide the required matching funds and is able to certify to the state that it has incurred public expenditures prior to requesting the reimbursement of FFP. |
