Recommended Action
  1. Adopt resolution to designate the Yolo County Health Department as the Local Emergency Medical Services Agency; and
     
  2. Establish the Yolo County Emergency Medical Services Agency (“YEMSA”) effective July 1, 2013; and
     
  3. Adopt the State approved YEMSA Emergency Medical Services ("EMS") Plan effective July 1, 2013.

Reason for Recommended Action/Background
Background

The County of Yolo currently belongs to a ten county Local Emergency Medical Services Agency (LEMSA). Yolo
County was one of the original founding members of the Joint Powers Authority (JPA) that currently
controls the Sierra-Sacramento Valley (S-SV) Emergency Medical Services Agency. The
Sierra-Sacramento Valley Emergency Medical Services (EMS) Agency was established in 1975. In
1992, the first JPA agreement between the five original counties was established. In fiscal year 2010-11,
five additional counties signed on to the S-SV JPA agreement. The following counties are currently in the
JPA: Siskiyou (population 44,507); Shasta (population 177,774); Tehama (population 63,601); Butte
(population 220,266); Colusa (population 21,549); Sutter (population 94,919); Yuba (population 72,578);
Nevada (population 98,612) and Placer (population 357,138). Yolo County represents 15% of the total
population in the JPA.

On June 7, 2011, the Board of Supervisors requested a formal assessment of the Emergency Medical Services System.
On August 7, 2012, the Board received a report from Fitch & Associates with 32 recommendations. The Board directed staff to conduct further analysis with a subcommittee of the Emergency Medical Care Committee (EMCC) and return to the Board with a recommendation on appropriate service for Yolo County. On December 4, 2012 the Board received the recommendation from the EMS System Subcommittee and approved the withdrawal of Yolo County from Sierra-Sacramento Valley (S-SV) Emergency Medical Services Agency Joint Powers Agreement and the creation of a Yolo County Local Emergency Medical Services Agency. On March 1, 2013, Yolo County Health Department submitted an EMS Plan for approval to the State Emergency Medical Services Authority (EMSA) as required by Health and Safety Code. The plan, which is pending state approval, shall be effective July 1, 2013.


Reason for Recommended Action

The approval of this resolution shall designate the Yolo County Health Department as the Local EMS Agency (YEMSA), establish YEMSA effective July 1, 2013 and adopt the State approved  EMS Plan effective July 1, 2013.

There is no fiscal impact by this designation.  The Local EMS Agency program as a whole is expected to generate significant licensing and franchise fee revenue to support ongoing operations.
