Reason for Recommended Action/Background
In January of 2013 Yolo County and its Community Corrections Partnership (CCP) contracted with the Crime and Justice Institute (CJI) at Community Resources for Justice to conduct a brief assessment of the County’s realignment strategies under AB109. The purpose of this assessment was to assist the County in achieving its realignment mission of providing well-informed offender/probationer case management and an appropriate blend of criminal justice supervision and evidence-based treatment strategies. This report summarizes the information gathered and analyzed by CJI.

Yolo County requested that CJI collect and analyze information on the value of its investment in order to inform funding decisions for FY 2013-14, as well as to evaluate the long-term fiscal and public safety impact. To accomplish this within the available time frame and resources, CJI conducted a brief assessment to provide feedback to the CCP in the short term, and also set the stage for a more comprehensive, future assessment process. This brief assessment included the following activities:

1) Intervention Review: Facilitation of a meeting with CCP members and/or designees to map the current intervention continuum available to AB109 offenders and review the status of the nine CCP strategies.

2) Program Assessment: On-site assessment of three of the nine strategic areas, including the pretrial program (Probation), electronic monitoring (Sheriff), and Community Corrections Case Management (Probation).

3) Literature Review: Conduct a literature review on the design and effectiveness of Yolo County’s realignment interventions, including cost-benefit information where available.

This report summarizes the three activities as requested by the Community Corrections Partnership, County Administrative Office and Board of Supervisors. This report was intended to initially provide feedback to the CCP on the strategies supported by realignment funds for FY 2012-13. It is anticipated that each department involved in the review by CJI will have an opportunity to respond to the findings as there was limited time for feedback prior to its delivery to the Board. The CCP will review this analysis and consider the findings as well as other pertinent information when making recommendations to the Board on realignment strategies for FY 2013-14.
