Introduce by title only, waive first reading and receive public comment regarding a proposed ordinance amending the Yolo County Ambulance Ordinance (Article 2 of Chapter 6 of Title 4 of the Yolo County Code) to reflect the addition of a Critical Care Transport and Inter-facility Transportation definitions; and modification to the Local EMS Agency definition to remove the second passage related to Yolo County's involvement with Sierra Sacramento Valley EMS Agency; and amending the Yolo County Ambulance Ordinance (Article 11 of Chapter 6 of Title 4 of the Yolo County Code) to reflect modifying the minimum insurance requirements of the Permittee. Recommended Action
Introduce by title only, waive first reading and receive public comment regarding a proposed ordinance amending the Yolo County Ambulance Ordinance (Article 2 of Chapter 6 of Title 4 of the Yolo County Code) to reflect the addition of a Critical Care Transport and Inter-facility Transportation definitions; and modification to the Local EMS Agency definition to remove the second passage related to Yolo County's involvement with Sierra Sacramento Valley EMS Agency; and amending the Yolo County Ambulance Ordinance (Article 11 of Chapter 6 of Title 4 of the Yolo County Code) to reflect modifying the minimum insurance requirements of the Permittee; and continue consideration of adoption to the June 4, 2013 Board of Supervisors meeting.

Reason for Recommended Action/Background

On December 4, 2012, the Board approved withdrawal from Sierra-Sacramento Valley (S-SV) Emergency Medical Services EMS Agency Joint Powers Agreement. In addition, the Board approved the creation of a Yolo County Local Emergency Medical Services (EMS) Agency.

The Yolo County Health Department has been working on establishing the Yolo County Emergency Medical Services Agency (YEMSA) effective July 1, 2013. The YEMSA is responsible for ensuring the contracted Ambulance Provider(s) is in compliance with all applicable protocols, procedures and policies. In conjunction with contracted consultants and peers in a review of current Ordinance language, it was determined through this review process to appropriately modify the language to modern day standards. The addition of the 2 new definitions will clarify the specific services required of the ambulance provider while the modification to the existing definition will comply with the Board action approved on December 4, 2012. Lastly, the modification of the minimum insurance standards will be more in-line with current rates.  These changes to the Yolo County Ordinance will coincide with YEMSA's compliance standards made to ensure safe, high level and reliable ambulance services are provided to the residents of Yolo County.
