Reason for Recommended Action/Background |
Approval of the Board of Supervisors is required for the application to indicate we will accept the funds if awarded and agree to all terms and conditions of the grant. There has been an on going problem between off highway vehicle riders and land owners within Yolo County. Complaints from land owners related to off highway vehicle riders trespassing and vandalizing private property have risen. Land owners along the areas where most problems occur have gone to great lengths to prevent riders from entering their property; however, people have broken through the physical barriers, gates and fencing to continue to access those areas. Other areas of concern are habitat restoration sites along Putah and Cache Creek. With OHV grant funds the Sheriff's Office can patrol and protect these valuable projects.
In addition to the problems created by trespassing, there also arises the problem of patrol deputies being equipped to respond to scenes in case of an incident. The area where most off highway vehicle use occurs is both rugged and rural. It can not be accessed by traditional patrol vehicles. To help augment enforcement efforts, the Yolo County Sheriff's Department first sought OHV grant funding in fiscal year 2009-2010 and subsequent fiscal years. This funding has allowed the department to purchase equipment and provide specific training and resources needed to help establish an enforcement team, better serving both landowners affected by illegal activity and OHV riders. Fiscal year 2013-2014 funding is now being pursued in order to continue the benefits of the program. If approved, this grant will provide the Sheriff's Department with $57,347.00 in state funds for fiscal year 2013-2014. Funds will be used for overtime costs, expenses related to OHV equipment use, and OHV-specific training. |

The Yolo County Sheriff's Department has been and will continue to work in cooperation with other departments within the county such as Parks and Resources, Planning and Public Works, and Roads to help develop long-term solutions to these issues. County Counsel has approved the resolution as to form. |

The Yolo County Sheriff’s Department is applying for a state grant in an amount of up to $57,347; funding is for fiscal Year 2013-2014, therefore no amount has been budgeted and there is no net variance from budget.
As in previous fiscal years, the anticipated 25% match requirement ($14,366) will be met with funds received from the Department of Natural Resources, which plans to budget the OHV patrol matching funds in 2013-14. The requested grant funds will be used to finance Salary and Benefits, and Services and Supplies in the Patrol Budget Unit, supporting increased patrol efforts along the Putah and Cache Creek recreational areas. |
