Reason for Recommended Action/Background |
The Area 4 Agency on Aging has notified the Yolo County Commission on Aging & Adult Services that a decision has been made to apply federal sequester funding cuts in Yolo County to the congregate meal program provided by People Resources, Inc.-Elderly Nutrition Program. Elderly Nutrition is a local 505(c)(3) known as “Meals on Wheels.” At this time, this is the only program in Yolo County receiving such cuts.
DESS is very concerned and knows that the congregate meal program is a vital service to elderly poor in Yolo County. Because the same staff prepare the meals for both the home delivered and congregate meals, cuts could also affect the vital home delivery service. Cuts include $2,453 for May and June of 2013, and $4,629 for July - September 2013, a 7 percent reduction over five (5) months. The sequester cuts are currently scheduled to remain in effect for ten years, and it is unlikely that they will be repealed.
In 2012, People Resources, Inc. took 1,323 information and referral calls, including many emergency calls made on behalf of Yolo County elders in serious need, and they performed 252 nutritional risk assessments (nearly 200 percent of their 2012 projection). Overall, they served over 82,000 meals to 1,200 Yolo County seniors. They work in collaboration with community agencies and volunteers to provide these vital services, and in 2012 they were able to accrue 18,000 volunteer hours in support of the agency and its mission.
DESS is asking the Board of Supervisors to consider an emergency expenditure of $2,453 in FY 2012/13 and an additional expenditure of $4,629 in FY 2013/14 as bridge funding until People Resources, Inc. can develop a plan for ongoing funding. The Yolo County Commission on Aging and Adult Services and the Yolo Healthy Aging Alliance plan on assisting with a longer term plan and possible fundraising efforts for the Yolo Elderly Nutrition program. This modest expenditure will provide seniors with essential services to maintain independence and dignity in their own homes, which is the goal of many of our county agencies. |
