Reason for Recommended Action/Background
During fiscal year 2013/14, ADMH will be conducting the 3-year MHSA Stakeholder Planning and Review process of the existing Community Services and Supports (CSS), Prevention and Early Intervention (PEI), and Innovation services currently provided by the Department and Contract Providers. This will include consideration of whether to continue, modify or suspend existing MHSA funded services for fiscal year 2014/15.

To that end though, on February 1, 2011 the Board of Supervisors approved ADMH to postpone the issuance of multiple competitive bids for fiscal year 2011/12 and then again on May 29, 2012 for another year (fiscal year 2012/13), the department requests that the postponement of RFPs be continued in fiscal year 2013/14 while the MHSA Stakeholder process proceeds.

ADMH places high importance on the integrity of programs and the quality of services being delivered. We also understand that the competitive bid process is not only a County policy, but a means through which the best qualified providers are identified and selected to produce the desired outcomes and to meet community needs. In making this request, we wish to inform the Board of Supervisors of the factors that we have considered, the rationale, and the plan that we have developed in order to complete competitive bid processes in the near future:

• Duplication of Work—much of this process will likely be duplicated next fiscal year, in response to the new MHSA plan for fiscal year 2014/15, as many of the existing contractors are partially or fully funded by MHSA.
• Human Resources—the human and time resources that the department has to accomplish the multiple competitive bids are limited. Our budget allows for two contract staff. It was not until just recently, these positions were fully staffed.
• Services for Consumers—it is important that services continue to consumers uninterrupted. If a new provider were selected without the requisite time for a well-planned transition, serious consequences could ensue.
• Provider Availability—it is our experience that the number of providers who can supply the needed services would remain largely unchanged.

Our plans for the future years are:
• Timely completion of service contracts for fiscal year 2013/14. The department has already begun this process.
• For those services unrelated to MHSA, the department will initiate the competitive bid process between October and December 2013, for contracts beginning fiscal year 2014/15. This will allow for the time to prepare the requests, evaluate the proposals, and transition the clients in the event that a new provider is selected.
• For those services funded by MSHA, the department will initiate the completive bid process upon completion of the MHSA Stakeholder planning process.
• For different types of services, there will be different cycles for the competitive bid process. This will assist in the management of the workload and avoid unwarranted delays.
