Reason for Recommended Action/Background |
The landfill has two fee waiver programs that have been in existence for some time. The “Fee Waiver Policy” for the non-profit/volunteer organizations was approved by the Board of Supervisors on June 29, 1999, and the “Good Neighbor Program” was originally approved on March 1, 2005 and updated April 18, 2006. Because these programs were approved prior to development of the County's Administrative Policy on Cost Recovery and Fees, the division has updated these programs/policies to conform to the current County format for Fee Waiver Policies.
The Good Neighbor program which allows a customer to bring in items found illegally dumped along the roadside to the landfill free of charge. In addition, the customer is given a coupon worth up to $18.00 for disposal of their personal waste for being a good neighbor. This program provides a financial incentive to residents and businesses that pick up items found illegally dumped on Yolo County roadways.
The Fee Waiver program is for non-profit and/or volunteer organizations. Each entity is limited to $500 per year and must re-apply annually. Current Fee waiver customers include a number of non-profit thrift stores and schools, as well as Yolo County 4-H and SPCA, and the Putah Creek Council, Cache Creek Conservancy and Homeward Bound Outreach.
Many different types of items are discarded under these programs and therefore many different fees are waived. The list of materials includes traditional household garbage, construction debris, yard waste, furniture, mattresses, waste tires, and appliances. |

The landfill has two on-going fee waiver programs. In addition, the customer is given a coupon worth up to $18.00 for disposal of their personal waste for being a good neighbor. This program provides a financial incentive to residents and businesses that pick up items found illegally dumped on Yolo County roadways. The division budgets $2,000 annually for this program.
The Fee Waiver program is for non-profit and/or volunteer organizations. Each entity is limited to $500 per year and must re-apply annually. The division budgets $5,000 annually for this program. |
