Recommended Action |
A. Approve waiver of the indirect fees included in the Yocha Dehe Wintun Nation request:
1. General Plan Cost Recovery - $193.40 estimate
2. Technology Cost Recovery fees - $118.44 and $88.56 estimate
B. Approve waiver of the direct fees included in the Yocha Dehe Wintun Nation request:
1. Environmental Health Building Permit Review fee - $152.00 estimate
2. Plan check fees - $1,257.07 estimate
3. Addressing fees - $65.00 estimate
4. Planning Division fees - $54.00 estimate
5. Building Issuance fees $40.00 estimate
6. Building Permit fees $1,933.96 estimate
7. California Building Standards fee - $10.00 estimate
8. California Seismic Fees - $48.76 estimate
C. Approve estimated $3,661 transfer from the general fund to Planning and Public Works and Environmental Health to backfill the waiver of fees that are direct costs. |

Reason for Recommended Action/Background |
On March 21 the Yocha Dehe Fire Department wrote to the Board of Supervisors stating that the Yocha Dehe Wintun Nation has authorized the department to move forward with the construction of a training tower on fee lands owned by the Tribe. The Tribe intends to allow Yolo County fire departments, including volunteer fire departments, to use the facility to train their firefighters. The Tribe also requested that the Board of Supervisors waive the permit fees for this project, which are estimated at $4,061.19.
Consistent with the Administrative Policies and Procedures Manual, Planning and Public Works and Environmental Health reviewed the Tribe's request for a fee waiver. Their findings are attached. The County Administrator's Office reviewed the findings and recommends that the Board of Supervisors waive the permit fees for indirect costs (estimated fees of $400.40), waive the fees for direct costs (estimated fees of $3,660.79), and backfill the lost fee revenues for fees that are direct costs with general fund.
The Board's Tribal relations subcommittee has also reviewed the fee waiver request and recommends approval. |
