Approve No Man's Land Fire Protection District 2013-14 budget and 2012-13 service payments. (No general fund impact) (Jim Ivler)
Recommended Action

Board of Supervisors, acting in the capacity of the No Man's Land Fire Protection District Board of Commissioners, approve the following items: 

  1. Authorize reimbursement to the City of Davis Fire Department for the No Man's Land Fire Protection District liability payment to Yolo Public Agency Risk Management Insurance Authority (YCPARMIA) for 2012-13;
     
  2. Authorize payment for contractual service from the City of Davis Fire Department to the No Man's Land Fire Protection District for 2012-13;
     
  3. Approve the proposed budget of the the No Man's Land Fire Protection District for 2013-14; and
     
  4. Approve resolution requesting collection of charges on the tax roll for 2013-14.

Reason for Recommended Action/Background
The Yolo County Board of Supervisors serves as the fire district board. The following is a brief discussion of the Fire Chiefs request for the following actions to be taken to pay claims, approve the budget and assess charges to tax rolls:
  1. Liability Insurance is paid by the No Man's Land Fire Protection District to the Yolo Public Agency Risk Management Insurance Authority for general liability coverage. The cost for 2012-13 is $483.85. The City of Davis paid this on September 25, 2012 for the Fire District. The Fire Chief is requesting reimbursement to the City of Davis Fire Department for $483.85. Attachment A is the claim form and invoice.
     
  2. The Fire District and the City of Davis have had a service agreement since July of 1997. The cost for service has been a flat rate. There have been no increases in the cost since the start of the service agreement. The Fire District budget has included the cost for services for fiscal year 2012-13. The cost is $30,534.50. The Fire Chief is requesting payment to the City of Davis Fire Department for these services in the amount of $30,534.50 Attachment B is the claim form and invoice.
     
  3. The Fire District board  needs to submit a budget for adoption by the commissioners of the Fire District (currently the Yolo County Board of Supervisors) for for fiscal year 2013-14.  Once the Fire District board approves the proposed budget, it will be brought to the Board of Supervisors for adoption with the other fire district budgets in the coming months. The attached Fire District budget is similar to the current year budget. Attachment C is the proposed budget for fiscal year 2013-14.

  4. The Fire District board needs to approve the assessments for fiscal year 2013-14 for those charges to be added to the 2012-13 tax roll. Attachment D is the resolution requesting collection of charges on the tax roll.
Other Agency Involvement
The City of Davis Fire Department staff prepared the agenda item.  The County Auditor-Controller will process the payments.

Further explanation as needed:
  1. Liability insurance:  There is no fiscal impact to the County.  The No Man's Land Fire Protection District budget includes funds to pay for the liability insurance.  The amount paid by the City of Davis to YCPARMIA for liability insurance was $483.85.
     
  2. Contractual service payment:  There is no fiscal impact to the County for the contract payment for services.  The No Man's Land Fire Protection District budget includes the cost for services for fiscal year 2012-13.  The cost is $30,534.50.
