Reason for Recommended Action/Background
The Board of Supervisors has had a long history of supporting art in its public buildings in partnership with YoloArts. Together, YoloArts and The County of Yolo have advanced the County’s vision to enhance the public’s experience with the visual arts, to make available to county residents artwork of the highest quality that will in turn enhance the quality of life in Yolo County and to help create a more visually pleasing and humane environment.  YoloArts is deeply grateful for the partnership, the means to advance public art in our county and proud to present two gifts of public art in furtherance of our shared objectives. 

WindFish

WindFish by artist: John Oldani is a part of a collection of art of which three pieces were originally installed in the Esparto library in 2010.  In celebration of the 10th anniversary of the Esparto Library, the family of the artist has generously offered two additional amphibians to enhance the collection. Once installed, all five pieces would compliment the current art collection at the Yolo County Library, Esparto Branch. None of the WindFish collection has been formally received and approved by the Yolo County Board of Supervisors so this action will officially approve all five pieces.

From the Ground Up

A recent grant from ArtPlace America to YoloArts provided the funding for this $30,000 community project by Yolo County artist Susan Shelton. The mural is a series of images which are the artist’s reflection of YoloArts nationally recognized Art and Ag Project public art goals.  Those goals are to visually communicate the Art & Ag Project’s ability to bring together two unique cultures - artists and farmers; evoke a sense of the exceptional landscape we inhabit and share; reflect Yolo County farmlands and farmers markets, the bounty of Yolo County, our agricultural heritage and highlight the future while celebrating the arts.   This one-of-a-kind public art piece included a community component.  The art tiles that frame the professional artist’s effort were painted by Farm Workers from Yolo County Housing in Madison, representatives for The Yolo County Farm Bureau, Yolo Land Trust, Davis Farm to Fork, Yolo County Board of Supervisors and over 30 Yolo County employees.  Each tile showcases collaboration and leaves a legacy of county partnership in the arts.

YoloArts, Yolo County’s contracted art consultant, evaluated these gifts of art for compliance with the county’s Art in Public Places Gift Review Policy and Procedure and confirmed conformity to the policy. These items and documents were reviewed and assembled as part of this process:
  • The actual art work (if feasible, or a photo of work).
  • A letter outlining the offer as a gift.
  • An artist résumé or biography, including any exhibitions and collections.
  • A current appraisal of the artwork’s value, or recognized fair market value standard.
  • Information on the artwork’s context, provenance and history (where it came from, where it has been and where it’s been displayed, if at all).
  • A letter of authentication from the artist. 
YoloArts recommendation is to to accept the WindFish pool of art and From the Ground Up as appropriate additions to the county art collection.
