Reason for Recommended Action/Background |
ADMH contracts with California Psychiatric Transitions to provide acute psychiatric inpatient services to a Yolo County consumer housed in this facility. It has been clinically determined that this consumer is best served by continued placement in this facility. A disruption in placement could seriously jeopardize the strides being made, strides which will hopefully in the end lead to step down to a lower level of care.
Approval of this amendment will allow the county to continue to provide specifically needed services for this mentally ill adult, thereby reducing the risk of placement at a higher level of care.
On June 29, 2010 the Board of Supervisors approved and authorized Yolo County Alcohol, Drug and Mental Health (ADMH) to continue use of personal services agreements with residential and psychiatric facilities for children and adults based on individual consumer placement needs, rather than general facility agreements.
The Board of Supervisors further approved the delegation of authority to the director of ADMH to act as fiscal and programmatic administrative agent for approving personal services agreements with residential and psychiatric providers for children and adults. However, it was agreed that no individual personal services agreement approved by the director of ADMH would exceed the threshold of $100,000.
This personal services agreement has been ongoing and is now coming to the Board of Supervisors for approval as the necessary amendment of the agreement increases the maximum compensation to $245,000.
This amendment is delayed due to limited contract staff as well as time needed for ADMH to complete the FY1213 midyear budget monitor through which funding for this amendment is verified.

No county general funds are required by this action. The total cost of this Personal Services Agreement is funded by Mental Health Realignment funds. The funding for the increased costs is made available from other underutilized contracts and is included in the Alcohol, Drug and Mental Health’s (ADMH) adopted budget for fiscal year 2012-13. |
