Recommended Action |
- Adopt plans and specifications for the replacement of the County Road 89 Bridge over Buckeye Creek (No general fund impact).
- Authorize the Assistant Director for Public Works to sign the Notice to Contractors.
- Authorize the Department of Planning and Public Works to advertise for competitive bids once authorization to proceed with construction is approved by Caltrans.
- Authorize the Director of Planning & Public Works or the Assistant Director for Public Works to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids.
- Authorize the Director of Planning & Public Works or the Assistant Director for Public Works to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background |
These actions will allow the department to solicit competitive bids, expedite the contract award, and promptly proceed with construction.
The bridge is located on County Road 89 over Buckeye Creek, 0.04 miles north of County Road 3B north of the Town of Dunnigan. Due to streambed degradation from Buckeye Creek significant scour exists at all of the existing abutment and pier footings. Caltrans has classified the bridge as scour critical and structurally deficient, with a sufficiency rating of 38.1 out of 100.
Plans and specifications for the project are complete, and ready to circulate for bidding. The construction phase of the project is eligible for federal Highway Bridge Program funds at a reimbursement rate of 100%. A ‘request for authorization’ of construction funds was submitted to Caltrans on February 4, 2013. In order to remain eligible for federal funds, bidding cannot begin prior to Caltrans authorization; $1,864,000 in federal funds are currently programmed for construction in SACOG’s Metropolitan Transportation Improvement Plan. Staff will work with Caltrans to update funding after bids are received, to ensure full reimbursement of costs.
The bridge replacement project is expected to be completed by the end of the summer construction season. Due to environmental mitigation and permit requirements, work in the creek is restricted to the period from June 1 to October 31. Ideally, construction work will start on or near the June 1 date, to allow the contractor the maximum construction season. The recommended action will allow the department to act in a timely manner when authorization is received. |
