Recommended Action |
On behalf of the North Davis Meadows County Service Area (NDMCSA), authorize the Chair of the Board Supervisors to sign the; resolution approving the boundary map for the North Davis Meadows Water Assessment District (Attachment A) and adopt resolution of intention to begin the special assessments for North Davis Meadows Water Assessment District. (Attachment B) |

Reason for Recommended Action/Background |
The recommended resolution adoptions provide for the first step in creating the North Davis Meadows Water Assessment District. The Assessment District must be created in order to levy a special assessment upon designated portions of land with the District in accordance with the special benefit to be received by each parcel of land from the proposed North Davis Meadows CSA Well Replacement Project. It is anticipated that limited obligation improvement bonds to represent the unpaid assessments will be issued in the future for financing the Project.
Over the last 4 years NDMCSA Staff and Advisory Committee along with California Department of Public Health (CDPH) and Yolo County Environmental Health (EH) have been in discussions regarding how best to remediate the NDMCSA Nitrate concentrations in the water system wells.
NDMCSA Wells 1 and 2 have concentrations of nitrate that exceed the CDPH primary maximum contaminant level (MCL). Both wells have also exceeded the CDPH secondary MCL for specific conductance and CDPH notification level for boron. EH issued Compliance Order No: 12-09 on December 1, 2009, which stated that this water system must be brought into compliance by December 1, 2010. Previous attempts to improve water quality have not achieved the desired level of success with regard to water quality improvements.
After numerous public/community discussions at the NDMCSA Advisory Committee level it was determined in March of 2012 that the most favorable alternative for nitrate remediation in particular, was to construct deep aquifer wells as each of the existing well sites.
The proposed NDM Well Replacement project is a 2 phased Project that upon completion will include construction of two new monitoring wells, two new domestic water wells, above grade storage and provisions for higher pumping capacity to meet the fire flow requirements for the community. The project is identified in two phases for the purpose of evaluation of the water quality from the monitoring wells.
Only in the case that in completion of Phase 1, the monitoring well water quality is determined to meet the CDPH MCL requirements by a healthy margin, should Phase 2 of the project begin. Phase 2 of the project includes the drilling of the replacement domestic water wells and all above ground structures and improvements. |

County Counsel has approved the Resolutions as to form. North Davis Meadows Advisory Committee was consulted. Wood Rodgers Inc, Project Engineers, Meyers, Nave, Riback, Silver & Wilson, Bond Counsel, and Government Financial Strategies, Financial Consultants were also consulted. |
