Recommended Action
  1. Approve Amendment No. 2 to Agreement No. 09-47 with Mark Thomas and Company, Inc., for professional land survey services increasing total contract amount to $630,000 for various county projects (no impact to the general fund).
     
  2. Authorize the Chair of the Board of Supervisors to sign the agreement.

Reason for Recommended Action/Background
Mark Thomas & Company completed all of the design and property acquisition surveying required for the County Road 98 Safety Improvement Project. Extending this contract and including additional funds will allow the same surveyor to provide survey support during construction of this project. This will provide a financial savings and continuity of the work, eliminating a costly “learning curve” for new surveyors for the project, as they become familiar for work completed in the past by Mark Thoma& Company.

BACKGROUND

On March 24, 2009, the Board of Supervisors approved Agreement No. 09-47 with Mark Thomas & Company, Inc. (MTCO) for land surveying services as needed for road and bridge projects. On November 9, 2010, the Board of Supervisors approved Amendment No. 1 to the agreement with MTCO to provide funds for additional survey work. The amended contract amount was increased to $380,000. MTCO has performed all of the topographical surveying, right of way mapping, right of way staking for appraisals, preparation of legal descriptions for right of way purchase, utility staking, right of way boundary staking for the County Road 98 Safety Improvement Project, right of way acquisition surveying for the CR 29 Salt Creek Bridge Project, and other smaller projects.

The additional funds are needed for preparation of a record of survey, construction surveying for the County Road 98 Safety Improvement Project, and right of way and other survey requirements for future projects.

The amendment increases the maximum compensation to $630,000.

The costs of survey services are included in the budgets of the various road & bridge projects that require surveying. The expenditures for this contract will occur over three fiscal years. The cost of survey services for federal projects will be reimbursed at 88.53% for most road projects and 100% for most bridge projects.
