Reason for Recommended Action/Background
The role and purpose of the Yolo County Health Council is to advise and make recommendations to the Board of Supervisors. The Council is the liaison between the Board and health systems. It establishes and maintains the area-wide health planning and activities identifying health goals and needs of Yolo County. It aims to develop and improve health services in the county.

Faced with the impact of nationwide changes to health care delivery, the Health Council must embrace change and continuous improvement. The additional goals to improve collaboration and coordination across the county on health related matters, enhance the capacity of the Council to advocate on health related issues and advise the Board of Supervisors, while building value in the meeting for members, have led the Health Council to make the membership changes recommended below.

The membership currently consists of thirty-one total members: seventeen (17) voting rotating members; thirteen (13) non-voting, ex-officio members; and one (1) non-voting member representing the Board of Supervisors. Currently there are three (3) rotating members selected by each Supervisor, two (2) of the three (3) appointees are required to be residents of each Supervisor's district. There are also two (2) rotating members selected at large by the entire Board of Supervisors. The thirteen (13) non-voting, ex officio members are designated representatives from the following: Developmental Disability Advisory Committee; Maternal Child, and Adolescent Health Advisory Committee; Emergency Medical Care Committee; Sexual Health Advisory Group; Yolo County Mental Health Board; Drug, Alcohol, and Tobacco Advisory Council; Salud Clinic Advisory Board; Yolo County Adult Day Health Care Special Advisory Board; CommuniCare Health Centers Board; Yolo County Commission on Aging; Migrant Education; Community Services Action Board; and Yolo County Tobacco Prevention Coalition.

The newly revised Health Council membership would consist of thirty-five (35) members as the recommendation is set forth below for the Board of Supervisor’s consideration.

The addition of Yolo County health care system partners as voting members:
1. Sutter Davis Hospital
2. Winters Health Care
3. Woodland Health Care
4. CommuniCare Health Centers
5. UC Davis
6. Kaiser Permanente
7. Elica Health Center
8. Partnership Healthplan

The addition of Yolo County health related committee’s representatives as voting members:
1. Local Mental Health Board
2. Maternal Child and Adolescent Health Advisory Board
3. First 5 Yolo
4. Future of the Safety Net Yolo County
5. Yolo County Children's Alliance
6. Yolo County Commission on Aging
7. Emergency Medical Care Committee
8. Alcohol Drug and Mental Health Provider Stakeholder Group

The addition of fifteen (15) new voting members would bring the total voting members to thirty-two (32) voting members.

This large number may create challenges in establishing a quorum. In order to reduce the total number of voting members, and increase the likelihood of achieving a quorum at each meeting, the recommendation contains a provision to reduce district appointees by two (2) voting members per district. The two (2) at-large voting members would be maintained. We propose adding one (1) additional at-large voting member to bring the total district representation to eight (8) voting members. This would provide a balance of voting Health Council members to a total of twenty-four (24), see attached table.

The changes as set forth above have been incorporated into a proposed amendment to County Ordinance Section 2-2.102 for this Board’s consideration.
