Reason for Recommended Action/Background
On June 7, 2011, the Board of Supervisors requested a formal assessment of the Emergency Medical Services System. On August 7, 2012, the Board received a report of the Emergency Medical Services (EMS) Assessment from Fitch & Associates which made 32 recommendations. The Board directed staff to conduct further analysis with a subcommittee of the Emergency Medical Care Committee (EMCC) and return to the Board with a recommendation on appropriate service for Yolo County. On December 4, 2012, the EMCC Subcommittee recommended withdrawal from the regional LEMSA Joint Powers Agreement with Sierra-Sacramento Valley (S-SV) EMS Agency and the creation of a Yolo County Local Emergency Medical Services (EMS) agency. Your board approved the withdrawal and the creation of a Yolo County EMS Agency in collaboration with Solano County, who will provide oversight of operational and administrative functions through a contractural agreement. The EMCC Subcommittee reported that they would go back and review the recommendatons in the report and return with further recommendations for your board.

Following your Board's action on December 4, 2012, Yolo County submitted a letter of withdrawal to SSV and the nine county boards per the contractual agreement. Planning for the creation of the Yolo County EMS Agency effective July 1, 2013 has been on-going.
