Recommended Action |
- Accept as complete the construction work on the 2012 Road Rehabilitation Project performed under Agreement 2013-57 by Teichert Construction, Inc.
- Authorize the Director of the Planning and Public Works Department to sign and record the Notice of Completion and make final payment to the contractor.

Reason for Recommended Action/Background |
The contractor, Teichert Construction, Inc., substantially completed construction of this project on December 7, 2012 in accordance with the contract plans and specifications. The Board of Supervisors’ acceptance of the work will allow the Notice of Completion to be recorded and final payment made to the contractor.
BACKGROUND
On October 25, 2011, the Board of Supervisors approved a Proposition 1 B spending plan allocating funds to the project. On May 29, 2012, the Board adopted plans and specifications for the project, and bids were subsequently solicited. Bids were received on July 31, 2012, and the construction contract was awarded to the low bidder, Teichert Construction, Inc., on August 14, 2012.
The 2012 Road Rehabilitation Project improved approximately 5 miles of deteriorated roadways. The project encompassed the County Road 102 from the Davis City Limit to County Road 27 and County Road 98 from the Woodland City Limit to West Main Street (See Attachment A, Vicinity Map). The contractor completed the following work: construction staking, clearing and grubbing, pavement grinding, crack sealing, asphalt concrete paving, shoulder backing and striping.
Early public notifications and well executed traffic control led to successful road closures, resulting in reduced construction costs and allowing the expeditious project completion. The department did not receive any public complaints pertaining to the County Road 102 and 98 construction closures.
Over 25,000 tons of asphalt were placed on the two road segments. Since rehabilitation is always risker and less predictable than road reconstruction, the design included contingencies for unforeseen road base conditions, which safeguarded the project from any claims or even potential claim notices. The total construction cost was under the budgeted amount.
In the spirit of cooperation, cost savings to the County as a whole and material recycling, close to 2,400 tons of asphalt grindings from County Road 102 dig outs were transferred to the Yolo County Landfill and to a road maintenance stockpile for their uses. |
