Recommended Action |
- Approve agreement with the City of Davis to provide Transitional Housing Program-Plus (THP-Plus) housing services to young adults age 18-24 who have emancipated from the foster care system, for the period of July 1, 2012 through June 30, 2013, in the amount of $50,760.
- Authorize the Director of the Department of Employment and Social Services (DESS) or his/her designee(s), to approve modifications of the terms, scheduling, billing rates and allocations consistent with the provisions set forth within the agreements.

Reason for Recommended Action/Background |
The recommended action with the City of Davis allows the Transitional Housing Program-Plus to provide transitional housing for at least 30 days, but no more than 24 months, to at least six (6) young adults age 18 to 24 who have emancipated from the foster care system, to assist them in making a successful transition to independent living.
Assembly Bill 427 established the Transitional Housing Program-Plus (THP-Plus) as a statewide program in 2001 to address the needs of at-risk young adults who “age out” or “emancipate” from the state’s foster care system. Assembly Bill 1119 de-linked the Transitional Housing Program-Plus from the Supportive Transitional Emancipation Program in 2002, which removed a key barrier to implementation. In 2004 the Transitional Housing Program-Plus was changed from a one-time allocation to an annual appropriation. Assembly Bill 824 extended the age limit from 21 to 24 in 2005, and Senate Bill 1808 removed the 60 percent county match required in 2006, making the program fully state-funded and removing another key barrier to implementation. Assembly Bill 12, Statutes of 2010, created a new foster care placement option, Transitional Housing Placement Program (THPP) and Assembly Bill 118 in 2011 realigned funding for many programs, inlcuding THPP, essentially creating a program fully funded with local (Realignment) dollars.
The THP-Plus aims to reduce homelessness and improve outcomes for former foster and probation youth ages 18 to 24. The program helps these young people make a successful transition to independent adulthood by providing 24 months of affordable housing coupled with comprehensive supportive services.
California Department of Social Services regulates the THPP and THP-Plus programs and distributes funds to the Department of Employment and Social Services via 2011 Realignment funds. The Department of Employment and Social Services provides the comprehensive supportive services through case management and certifies the housing provider. The City of Davis provides the housing services at Pacifico through their partnership with Davis Community Meals. |
