Approve and sign the Emergency Medical Services Oversight and Administrative Services contract between Yolo County and Solano County in the amount of $125,000 for the period of July 1, 2013 to June 30, 2014.

Reason for Recommended Action/Background
Background

On October 15, 2012, the County of Yolo entered into an agreement with the County of Solano to provide technical support and consulting to the Yolo County Health Department regarding Local Emergency Medical Services Agency (LEMSA) operation details and optimization of services to the public.

On December 4, 2012, the Board approved the creation of the Yolo County Local Emergency Medical Services Agency (LEMSA) in collaboration with Solano County, which will provide oversight of operational and administrative functions.

Reason for Recommended Action

Effective July 1, 2013, Yolo County will function as its own LEMSA and shall take on the responsibility of upholding high standards as pertained to Emergency Medical Services. Solano County already has an established LEMSA in place and shall provide oversight and administrative services to Yolo County's new LEMSA.

Funding for EMS oversight and administration has historically been paid for through use of the Maddy Fund Discretionary pool for emergency services.  We recommend that these funds continue to support the growth and development of the newly implemented Yolo Emergency Medical Services Agency (YEMSA) until the agency can become self supporting through the use of licensing and franchise fees.  The Maddy Fund is comprised of revenues from the Court system based on vehicle safety code violations and does not contain any General Funds.
