Brief Title:    Expansion of Residential Recycling Service Areas

Recommended Action
Direct staff to take the following actions for the addition of of Exclusive Single-Family Collection Areas 1E and 1F for residential garbage and recycling services to include designated portions of the county bordered by CR 28, Chandler Place, Cedar Logs Drive and CR 103, respectively:
  1. Send out program information to the expansion area residents to notify them of the Board of Supervisors’ direction to include their properties in Areas 1E or 1F and provide details on the program’s implementation; and
     
  2. Notify USA Waste of California, Inc. to deliver recycling carts and provide the additional services starting in May 2013.

Reason for Recommended Action/Background
In response to the requests by the affected residents for this expanded service, staff recommends that the Board of Supervisors approve this action based on the authority provided under County Ordinance 1378, which mandates solid waste removal, subject to certain exceptions, provides for granting related exclusive and non-exclusive franchises, defines Exclusive Single-Family Collections Areas, and gives the Board of Supervisors the exclusive right to adjust the boundaries of the Exclusive Single-Family Collection Areas.  In addition, if the expansion is approved, it will:

• Respond to the request of county residents in this area for increased solid waste collection services;
• Improve the health and safety of this area;
• Reduce trash rates and enhance services to citizens within this area;
• Insure that waste generated in Yolo County is disposed at the Yolo County Central Landfill; and
• Continue to bring the much needed revenue to the county’s general fund, and allow division staff to target programs for residents in the unincorporated are of the county.

In October of 2008 the Division of Integrated Waste Management (division) implemented mandatory solid waste and recycling collection services in designated densely populated areas of the county. Since that time, the division has received many positive comments from residents on the success of the program in these areas. As part of these calls, several residents requested that the division look at expanding the program to include the homes on County Road 28, Chandler Place, and Cedar Logs Drive, and County Road 103. However, neither area is along a route from the existing Exclusive Single-Family Collection Areas to the landfill, which requires that two new areas be added. Adding these areas will stabilize rates and increase services for these residents, who are not currently able to subscribe to the recycling services. The division mailed out letters and surveys seeking the interest level of all residents in these areas.

There are seven residences located in proposed new area along CR 28, Chandler Place, and Cedar Logs Drive. Two of the three property owners, who responded, stated that they were in support of the new proposed services and one is not supportive of the program. The remaining four of the property owners did not respond to either of the two notifications. Based on our records, five of the seven property owners already subscribe to services provided by the waste hauler. In addition, two of the seven qualify for exemptions based upon having commercial dumpsters in their name at a business or farm in Yolo County.

There are ten residences located along CR 103. Forty percent of the property owners who responded, stated that they were in support of the new proposed services.  Four property owners responded wanting the service, and two are not supportive of the program.  In addition, four would qualify for an exemption based upon having commercial dumpsters in their name at a business or farm in Yolo County, but are supportive of other residents getting the recycling services. Four residents did not respond to either of the two notifications which were mailed out.  Out of the ten residences, eight already subscribe to services provided by the waste hauler.

The current negotiated rate for the base service is $25.42 per month, per Agreement No. 08 177 with USA Waste of California, Inc., which was approved by the Board of Supervisors in July of 2008. Residents in this area currently pay this monthly rate; however, since they are not currently classified as being part of the densely populated area of our franchise agreement and corresponding Ordinance No. 1378, they are currently subject to additional fuel surcharges each month. By approving the recommended action these residents would no longer be subject to the additional fees and would benefit from the recycling and bulky waste collection services. The base service in these areas includes the following:

• 64-gallon trash container (week collection)
• 96-gallon recycling container (collected every other week); and
• Bulky item collection (annual pickup for appliances, mattresses, or other similar items, which may be illegally dumped, and are too large to fit into the standard trash container.
Other Agency Involvement
Division staff worked closely with the residents of the proposed expansion areas, and with the hauler, USA Waste of California, Inc.

The addition of this area will not generate any increased franchise fees to the General Fund or Sanitation Enterprise Fund because these residents currently have garbage collection services that generate equivalent franchise fees. Currently, the General Fund and Sanitation Enterprise Fund, respectively, receive approximately $200,000 and $80,000 annually from this program.
