Recommended Action
Approve and authorize the Chair to sign Agreement Amendment 14-0185-1 with the California Department of Food and Agriculture (CDFA) to reimburse the County Agricultural Commissioner's Office for performing additional pest detection insect trapping inspections for Asian Citrus Psyllid in Yolo County, for an amended agreement total not to exceed $41,709 for the period of July 1, 2014 through June 30, 2015.

Reason for Recommended Action/Background
Each year the Yolo County Department of Agriculture contracts with CDFA to be reimbursed for costs associated with the placement and servicing of traps for the detection of exotic insect pest, such as Mediterranean and Mexican fruit flies, Gypsy Moth, Japanese Beetle, and a host of other target pest species known to be detrimental to agriculture and the economy of California.  This amendment adds funds for reimbursement of trapping for Asian Citrus Psyllid (ACP); a recent find of ACP in the San Francisco Bay Area has prompted CDFA to request Northern Counties to run a brief survey for ACP from November 2014 to January 2015.  ACP can transmit a deadly disease of citrus and is currently found only in Southern California.  The State wants to closely monitor the spread of this pest through California.  Yolo County is doing its part to participate and 100% of our costs will be funded by State and Federal funding.

This agreement is with the CDFA.  The County Administrator's Office was consulted, and County Counsel approved the agreement as to form.

This amendment allows the State to reimburse the County for additional pest detection insect trapping inspections, increasing Agreement 14-0185 in the amount of $3,096 for a new not-to-exceed contract total of $41,709.  CDFA routinely awards additional funds for special detection projects, so the anticipated additional revenue was included in the approved 2014/15 recommended budget.
