| Approve Community Services Block Grant (CSBG) agreement with the State of California, Department of Community Services and Development in the amount of $73,967 in order to receive grant funds from the State and renew CSBG award agreements with service providers. | Recommended Action |
- Approve Community Services Block Grant (CSBG) Agreement No. 15F-2052 for an initial allocation of funds totaling $73.967 with the State of California Department of Community Services and Development (CSD) for program year 2015. The term of this agreement is January 1, 2015 through December 31, 2015;
- Adopt the attached resolution and authorize the Chair to sign other forms as necessary to carry out the foregoing action;
- Authorize and direct the Director of the Department of Employment and Social Services (DESS), or designee, to enter into and accept any amendments and revisions of Agreement 15F-2052 (including exhibits) that are consistent with the Agreement on file with the Clerk of the Board, and any other amendments that have been approved by the Board, upon approval as to form by County Counsel; and
- Authorize the Director or designee to prepare and sign the Department of Community Services and Development fiscal and program reports required by Agreement 15F-2052.

| Reason for Recommended Action/Background |
The above actions are recommended to receive grant funds from the State. In order to receive grant funds, the State Department of Community Services and Development requires each community organization receiving funds from the Community Services Block Grant to submit a Community Action Plan recommended by its Community Services Action Board (CSAB) and approved by its governing board.
On June 25, 2013, with Minute Order #13-82, the Yolo County Board of Supervisors approved the Community Action Plan as recommended by its Community Services Action Board for the program cycle 2014-2015 (calendar years).
The Department of Employment and Social Services has received notification of a 2015 Community Services Block Grant estimated total allocation of $273,802. The initial agreement gives the County an allocation of $73,967. The State will release the remainder of the grant funds when the final federal budget is signed.
Four subrecipient service providers were awarded CSBG funding in the 2014-15 two-year cycle:
- Davis Community Meals (transitional housing program): $47,000
- Yolo Wayfarer Center, also known as Fourth & Hope (emergency shelter program): $33,000
- United Christian Centers (transitional housing program): $28,000
- Yolo Food Bank (rural food delivery program): $44,000
