Reason for Recommended Action/Background
This update will provide information on how the Probation Department is planning on providing quality services to youth in the criminal justice system through local programming.

The Department currently utilizes out-of-home placement facilities as an alternative to detention. Out-of-home placement facilities provide various programs to youth to address the youth's negative behavior. However, none of these types of facilities are located in Yolo County, and none are easily accessible by the family. The distance makes it challenging for the youth's family to learn and understand that methods and practices needed to maintain the youth on a positive path. As a result, the youth's in-county environmental factors do not change, contributing to recidivism.

The Probation Department researched the process for implementing a Probation-operated group home located in Woodland. This Board update will inform the Board of the requirements to operate a successful local and Probation-operated program and the associated costs to do so.

The purpose of this presentation is to introduce the concept and seek preliminary Board feedback. In the coming months, staff will seek to develop a sustainable fiscal model which supports actual implementation.

There is no fiscal impact associated with this update.

Based on the feedback and direction from the Board, staff will return at a later date, possibly as part of the Fiscal Year 2014/2015 Midyear Report or the Fiscal Year 2015/2016 Departmental Budget Request, requesting funding for this proposal.
